Can anyone tell me:

1) What is the car?
2) What is it for?
3) What is the set of cars being pulled?

I think this looks really cool!

That is a kani 22 generator car.  It houses both diesel generators and pantographs to draw 1500v Dc off the catenary.  It also has a cargo space.  I believe the pantographs were later removed because the additional electrical equipment made the axle loading too great to run on lighter-tracked lines.  The whole train is a 20 series blue train set, used for the Sakura overnight limited express.

Hi Bob,

I think it is a Series 20 luggage car.  The KaNi 22, if I'm not mistaken.  Ka = Over 14.5m and Ni = Luggage.  I think it is from this set.

it's 22-2 it's a "crab" car luggage and generator room.

previous ones used a generator this one was modified for over head wiring as the whole line was overhead from 1963

it provided power and / fuel to all other cars
