The odd roof is  not a tunnel.
It's snow shed
The caption says the snowshed was built
continuously Daishaka tunnel.

hmm I had a suspicious that this photo had to be toward the north side of japan and seem I was right when I looked up where Daishaka was
(well...the extra headlight sorta suggested it too! )
