It appears to be loosely based on the JNR's B20 class 0-4-0Ts

you`re not wrong there but the cab seems too big same as the body.

 

i think its a made up loco definately based ona b20 though 

 

It says satoyama transportation company on the side.

 

I`d say just the name they gave the railway company that you are building in the magazine.
