Kato FR11 and 11-212 lighting

I have a couple of questions about these 2 items.

 

Am I correct in assuming that 11-212 has enough lights to go in 6 cars?

 

If that is the case, do I need 6 FR11 decoders (29-353)?

 

Also what if I installed the 11-212 without the decoders? I am guessing they will just be on all the time?

Is that the 6-pack?  Then yes

 

You need 6 decoders if you want the lights to be addressable by DCC

 

Yes, the lights would be on all the time (DCC) or when you give power (DC)
