Japan Oil Refinery Question

Overhead lines are mostly not used in fuel/oil/gas etc. plants' sidings for saftey reasons, since most (if not) all tank cars are top-loading, an overhead line would be a general hazard for the workers who have to go on top of the cars to open and close the hatches; and due to the highly flammable nature of the tanks' content, putting a potential igniter right above the cars is generally avoided.

 

In some plants (not only in Japan but also elsewhere) regulations are so strict that not even diesel locomotives are to be used.

Small battery-powered engines take their place.
