Another pic led to anther site. DD90 switcher. Looks GE

It's original designation was DD41, it was changed to DD90 in 1958.

 

It was a diesel-electric shunting locomotive built by Toshiba with an american Cooper Bremmser motor, based on the DD12 (USA-TC 8500 series) made by General Electric for the U.S. Army Transportation Corps, that were sold to the Japanese Government Railways after the war.
