Dog cartoon on front of Electric locomotive

The closest thing to your description is Doraemon; a character of a popular japanese kids show with the same name, aired since 1969.

Some trains were decorated with it's image due to it's popularity.

Amoong these, the ED79 seems to be the most popular one (with 8 locomotives, each one with a different decoration), with other special liveries on an EF81 and a 781 series

I have a book in English of world trains and this very type of loco (possibly the larger faced one) was quoted as a mouse.  So... very different interpretations for our favourite robot cat with no ears.  :P

Anybody know if somebody makes a decal set for that cartoon character ?

 

Or even came out with the whole set of different locomotives ?

Says here.... Wiki... The 1995 film shows his original appearance; when first created Doraemon had ears and was painted yellow, but he turned blue after sobbing because rats ate his ears.

 

They note it's a cat.

You forget this decoration on a Series 781 :-), but i don´t know a decoration on a KiHa 183?
