Kato track plans

you could reduce it to 1956x1000mm.

but you have to run shorter trainset (2 less cars for limited express EMU), and no turnout to enter the station siding track from inner loop line.

You're still over 2100mm with that on though you can cut some of it out to shorten it but it'll limit the yard and the station setup.

How long/what kind of trains do you plan to run on this?

If you go with this plan I'd eliminate the two stub tracks below the station and just make passing sidings around each platform. If you're only using 6 or so car passenger trains they'll fit and it gives you the ability to have four running. With the other yard on the top if you're only running passenger and you're not staging trains I'd flip the engine house to the left side and only have set of tracks. If you're running freight though I'd keep the yard and (try) to keep the engine house if possible. Might be better to lose that then only have a yard you can fit 2 cars in.

1800mm by 900mm base panels

These are Tatami.

Kato assumes you're going to be setting up on the floor, so they show you floor coverings for scale.

Do note that tatami sizes vary by region: https://en.wikipedia.org/wiki/Tatami#Size

(And as room sizes are frequently expressed in the number of tatami, rumour has it apartment builders are not below using a smaller-than-normal tatami size for their measurement purposes).

Both Tomix and Kato manufacture 600mm x 900mm sectional boards which can be bolted together in various combinations, hence the standardization of their plans on multiples of these dimensions.
